Eavewell Compliance Tracker is a simple tool for councils and housing associations: every hazard logged, every clock running, every action evidenced, and a dashboard your board can trust.
What social landlords in England must do, and by when.
Awaab's Law is named after Awaab Ishak, a two-year-old boy who died in December 2020 after long-term exposure to mould in his family's social housing flat in Rochdale.
It requires social landlords (councils and housing associations) to investigate and fix serious hazards within fixed legal timescales. It came into force on 27 October 2025 for damp, mould and emergency hazards, and is expanding in phases.
The clock starts when the landlord becomes aware of a potential hazard. That includes reports from tenants, contractors and staff on routine visits, not just calls to the contact centre.
If a case is challenged, the main defence is showing the landlord used all reasonable endeavours, which depends on clear, detailed records.
| Step | Emergency hazard | Significant hazard |
|---|---|---|
| Investigate | Within 24 hours of becoming aware | Within 10 working days of becoming aware |
| Make safe | Within 24 hours | Within 5 working days of the investigation |
| Written summary to tenant | Within 3 working days of the investigation, if work isn't finished by then | |
| Preventative work | Start within 5 working days, or as soon as reasonably practicable and within 12 weeks | |
| Can't make safe in time? | Offer alternative accommodation at the landlord's expense | |

We're inviting 3–5 councils and housing associations to shape Eavewell Compliance Tracker before launch.
This page is a plain-English summary, not legal advice. Each landlord must make its own judgement about what Awaab's Law requires in any case. See the official Awaab's Law Phase 2 guidance on GOV.UK.
